Non-ESL Program Specialists Teaching ELs: Duties, Responsibilities, and Effective Teaching

Under state and federal law, Non-ESL Instructors, especially in the content subjects of Mathematics, Science, and Social Studies, have important duties and responsibilities if they have English Learners in their classrooms. Under the Every Student Succeeds Act (ESSA) and PDE’s Basic Education Circular, Educating English Learners (22 Pa. Code §4.26, they have legal obligations to fulfill in their teaching duties. This presentation will review not only the legal aspect of teaching ELs, but also the methods, techniques, design, structure, and culture of the classroom for the most effective, dynamic, and successful appropriate accommodations for all grade levels, PreK-grade 12, and all EL WIDA English Language Proficiency Levels from 1-6.

-Utilizing PDE/WIDA ESL Standards
- Appropriate WIDA ELP Standards accommodations for all ELs who are diverse in language, ethnicity, culture, and religion
-Understanding the foundational differences between Basic Interpersonal Communication Skills, or BICS
-Understanding Cognitive Academic Language Proficiency, or CALP
- Effective and superior lesson planning for English Speaking, Listening, Reading, and Writing skills
-Grading ELs
-Dynamics of Tiered vocabulary
-Why we only use English in the classroom
-Role of the ESL Program Specialist in cooperation with the content area teacher
-Communicating with parents in their preferred language
